Consciousness gets reflected in each sentient being when all instruments work as expected. The consciousness is invoked in Siva astottara as
ॐ सर्वात्मने नमः
Viveka chudamani gives an analogy: Imagine a pot with water placed in Sunlight. Reflection is seen. if water is pure, reflection is clear; if water is dirty then it is not very clear but still light is seen. if you place hundreds of pots with water, light is seen in each of them even though there is one source of light. Our teachers say purify yourself, then the true nature is seen in each being.
In Srimad Bhagavatam this is seen in the story of many mansions of Sri Krishna. Lord has eight wives अष्टधा प्रकृति . Once Sage Narada wonders how Lord can manage his many responsibilities with these many wives and children. He is seen in house of Rukmini and simultaneously is seen in all other houses doing different things. He is also seen in house of each gopika.
He is reflected in each pot (house) with prakriti performing various different activities specific to each being but it may appear that Krishna is doing this or that. it is not so. Inquire on this
