नीलग्रीव here the color नील
indicates impurity in Jeeva (without it Jeeva is Isvara as indicated
by शितिकण्ठाः)
Jivas are being burnt below (in hell). Rudras present there too.

दिवँ in the sky from the root दी

Those Rudras in the form of blue/dark birds on a
birch tree that are emitting sounds are being contemplated

विलोहिता indicates beings of aggressive nature.
